Staff Analysis of the Legislation

HB 640 amends an Act creating the Gwinnett Judicial Circuit and providing for its 
powers, duties, jurisdiction, and officers, so as to change provisions relating to the salary supplements for the judges of the Gwinnett Judicial Circuit as following; in addition thereto the salary of each judge shall be supplemented in the amount of $52,670.00 annually from the funds of Gwinnett County. Effective January 1, 2016, such supplemented amount shall be $59,170.00 annually from the funds of Gwinnett County. Effective January 1, 2017, such supplemented amount shall be $65,670.00 annually from the funds of Gwinnett County. If the state increases the base salary of superior court judges during the period from March 15, 20 2015, through and including December 31, 2017, the increase in supplement paid by Gwinnett County will be decreased by an amount equal to the amount that the state base pay of superior court judges is increased; provided, however, that no decrease in such supplement shall become effective during a judge's term of office but shall become effective on the first day of the next term of office. On and after January 1, 2018, such supplemented amount shall be increased in the same percentage as any market or cost of living pay increase which may be provided by the Gwinnett County governing authority for all county employees. Such supplement shall be paid in equal monthly installments. In addition to such supplement, the governing authority of Gwinnett County is authorized to pay the superior court judges of the Gwinnett Judicial Circuit.
